Artist Zheng Banqiao (Wong Hei) heads for Yangzhou to look for job opportunities. He meets two writers Jin Nong (Mo Jiayao) and Huang Shen (Mai Bao). Banqiao believes that with his talent and wisdom, he will achieve fame one day. But sometimes success is really about luck.
Banqiao has lived under the rule of three kings in succession: Kang Xi (Qin Pei), Yong Zheng (Zeng Weiquan) and Qian Long. After years of striving for accomplishments, he finally secures a government post to become a prominent official, something he has always wanted. However, the problem of corruption in government grows serious, leaving him disappointed. Yet he is unable to give up his political career.
Banqiao’s love life is not smooth sailing as well. When he first arrives in Yangzhou, he meets a stunningly beautiful prostitute Huang Yijie (Gigi Lai). They soon become lovers and harbours the intention to get married. Sadly, he faces opposition from her mother. Thrown into despair, he reluctantly marries Yijie’s maid Xu (Nnadia Chan). Her love and care of Banqiao touches him deeply.
Banqiao comes in first in the civil examination and returns home to his dying wife. Before she dies, Xu encourages Banqiao to marry another maid Wumei (Myolie Wu).
Banqiao has spent half his life serving his country but got nothing in the end. Dejected, he writes Qian Long the words ‘I’d rather be a fool’ and leaves for home with Wumei.
